Those apply unwritten rules. In Rome, there were many unwritten rules like you run for counsel at the age 40, before that you have to run for this, run for that, and a counsel can only serve for 1 year and no one is elected a counsel twice. There are many very important prominent Patrician families in Rome, same with the families in the US such as Bushes, Kennedys. The families hate each other same as families here in the US like democrats v. Republican. The story between Lucius Cornelius Sulla and Gaius Marius, Gaius Marius was a man who had all the money in the world but because of his low birth was unable to obtain consulship while Sulla was a man who was born out of a noble house but had no money. Gaius Marius had finally managed a way of possible consulship by marrying Julia Caesar, aunt of Julius Caesar, by marring Julia Caesar, Gaius would be recognized as one of Julius Caesars, one of the most famous patrician families in Rome. The book also mentioned how Rome had been using their Italian allies to fight its own wars. The bait the senators used to let the Italians fight for the Romans are the full citizenship of ROme. Although it would seem that the Roman senate has all the power in the land, but people listen to them because of tradition, it was actually the Assembly of Plebs that makes all the actual laws, they create vote out senatorial traditions and create precedents. Rome limited the armed services for men with property because it would show their loyalty, a man with property would fight for his own property. Also, later on there was a battle fought against the Germans the two generals sent to fight were quintus servilius caepio, a noble from te elite class and he refused to obey the command from gnaeus mallius who was considered the new man. When they were defeated, cotta accused caepio of trying to stand above the law and how no one is supposed to become the first man in Rome for Rome was designed with a syst of check and balance
